In swim coaching slang, “resources to the gills” describes a coach or program with extraordinary support, funding, facilities, staff and perks — everything a coach could need and more.
Examples include multiple 50m pools, full-time assistant coaches, strength and conditioning staff, sports psychologists, nutritionists, physical therapists, biomechanics/video teams, unlimited equipment, altitude camps and major operating budgets.
It is the swim-coach version of saying someone is set up to win or has the keys to the Ferrari.
